When an incoming SS7 transfer message is received (see the following figure), MTP3 compares the PC and the SI from the message signal unit (MSU) with the internal routing tables and routes the message to the SG if the SG has registered for that PC and SI combination. The SG routes the incoming message to the AS as follows:
- Originating Point Code (OPC) must match the OPC of the AS
- Destination Point Code (DPC) must match the DPC of the AS
- SI must match the SI of the AS
- CIC must fall within the CIC range of the AS

If multiple Application Servers are found, the SG sends to the lowest cost AS.
