REST API Method: DELETE /rest/spmmessagetable/{identifier}/spmheaderrule/{identifier}

Deletes a Header Rule Table Entry given a specific Table Entry ID in a given Message Table. Deletion of a Header Rule will not delete the underlying element descriptors associated with the Header Rule. The associated Element descriptors should be deleted after deleting the Header Rule itself.
