When performing bulk provisioning from the CLI, you must issue a "commit" after entering up to 10 commands at a time.

For example, when performing a bulk deletion of profiles, delete 10 profiles and then issue a commit. Repeat this rule after each 10 deletions until you complete your bulk provisioning.
