The following figure shows a CIC UA distributed ASP registration. When a CIC UA registration is processed, a registration is identical, except for the cost and the slot of the Routing VM. Traffic is routed from the SS7 network to the ASPs based first on cost and then on the most direct connection to the ASP.

The following figure shows the CIC UA distributed message handling process. ASP 2 has a higher cost value than ASP 1, so all traffic is routed to ASP 1 from the SS7 network, unless there is a communication problem with that ASP. Such a situation causes the traffic to route to ASP 2.
