Only one VM can be commissioned and decommissioned at any one time. Before you can commission or decommission a new VM, the system must be fully operational and meet with the following criteria:
- the initial configuration procedure, licensing, and networking must already have been executed
- the Routing and Routing and Management VMs must be operational
- all VMs must be running the same software load and patches
