Description

This event indicates that a level 2 signaling link is in the transmit congestion state. This event occurs when the threshold for the number of MSUs in the transmission or retransmission buffer is exceeded.

Possible causes include:

  • link failure
  • insufficient links
  • traffic bursts
  • the onset congestion threshold buffer may be too low to absorb small bursts of traffic
