High Probability of Completion (HPC) features comprise a set of functionalities that provide an enhanced probability of call completion to authorized Government Emergency Telecommunications Service (GETS) and Wireless Priority Service (WPS) users during network stress and/or congestion.
There are two methods in HPC call classification:
- Early HPC classification—an HPC call is recognized based on the received SIP RPH content in the incoming INVITE or the code point in Calling Party's Category (CPC) parameter of the ISUP-MIME. For ANSI, the CPC parameter is National Security/Emergency Preparedness (NS/EP) and for ITU, the CPC parameter is International Emergency Preference Scheme (IEPS).
- Late HPC classification—An HPC call can also be recognized by PSX during analysis of the Called Party Number.
HPC capable switches such as GSX9000 enable HPC calls to receive additional network support to increase the chances of successful call completion.
For more information on GSX9000’s GETS and WPS feature, refer to GSX documentation Support for Government Emergency Telecommunications Telecomunications Service and Wireless Priority Service.
The SBC is enhanced to support supports a subset of GSX9000's HPC capabilities and the capabilities are as follows:
- HPC call classification that is, early or late HPC classification.
- Call Admission Control (CAC) treatment: ingress CAC for early HPC classified calls and egress CAC treatment for early and late HPC classified calls.
- The Resource-Priority header (RPH) is used for treating and marking SIP calls as HPC calls.
- Network Wide HPC (NW-HPC) License enforcement.

Name | Specifies the name of the HPC Call Profile. | State | Specifies whether HPC Call Profile entry is enabled or disabled. The options are: Disabled (default)Enabled
| Rph | | Ets Default Value | Specifies the default value used for the ETS namespace. The value ranges from 0 to 4 and the default value is 0. | Use Wps Precedence | Specifies whether SBC must use ingress precedence, if available as ETS value when adding RPH header. The options are: Disabled (default)Enabled

| Use Precedence | Specifies whether to use precedence Multilevel Precedence and Preemption or Wireless Priority Service (MLPP/WPS) from ingress side to be sent on egress side. The options are: Disabled (default)Enabled
| Ets CPC Precedence | Controls the SBC behavior when it receives conflicting Emergency Telecommunications Services (ETS) (RPH and CPC (ISUP-MIME)) values. The options are: | Wps MIpp Mlpp Precedence | Specifies the SBC behavior when there is a conflict between precedence derived from RPH WPS namespace and ISUP-MIME (SIP-I) MLPP values. The options are: | Include Require | Specifies whether a Require: Resource-Priority header is included in an egress INVITE or not. The options are: Disabled (default)Enabled
| Reject Not Ets Dn | If SBC classifies a call as HPC based on received RPH and rejectNotEtsDn is enabled and if PSX determines that the dialed digits do not match the PSX's configuration for Government Emergency Number Prefix, the call will be rejected. The options are:Disabled (default)Enabled
| Include Accept In417 | Specifies whether SBC includes the Accept-Resource-Priority header or not when sending a 417 response. The options are:Disabled (default)Enabled
