Automatic; clears sonusSbxLicensedOodRateLimitReachedNotification Clears the trap sonusSbxLicensedOodRateLimitReachedNotification when the peak rate goes below the 90% of the configured OOD rate license limit (10% less than when the trap alarm was set). This is to avoid the possible constant firing of set and clear trap if avoids repeated 'set' and 'clear' alarms when the peak rate is close to the limit.

The trap alarm reports the SBC Node ID, time, active oodRate, and ood Rate limit (the Rate associated with the license).
