Investigate the over-flow packets are dropped or by passed controlled by spikeAction configuration

Packets Discarded count - If present it , indicates that the SBC drops packets
OverFlow Packet Count - If present, indicates that the SBC passes/relays non-confirming packets.
To relay/by-pass the non-confirming packets, set the spikeAction to 'alarm'  using the command: system > media > policing > spikeAction to "alarm".
